Program Improvement

No Child Left Behind (NCLB) Act of 2001 / Program Improvement

According to the guidelines of the No Child Left Behind (NCLB) Act of 2001, the Oceanside Unified School District has been identified as a Program Improvement Local Educational Agency in Year 3, corrective action. By law, NCLB requires the California Department of Education to annually review student academic performance in English/Language Arts and Mathematics of each district that receives Title I, Part A, funding. A district is identified as Program Improvement if yearly student performance goals, known as Adequate Yearly Progress (AYP), are not met for two consecutive years.
NCLB also requires the California State Board of Education to determine a “corrective action” for each Program Improvement Year 3 Local Educational Agency. Corrective action is defined as the steps a district must take to ensure student achievement in the core academic subjects of English/Language Arts and Mathematics.
Through the federal legislation outlined in NCLB, our district was identified as not meeting these required achievement goals in the area of English-language arts for students with disabilities and those classified as English Language Learners.  In November 2008, the California State Board of Education determined that the OUSD must take the following corrective actions:
